Sugar cane cannot be placed in water anymore

As of the 1.6 update, the fix of MCPE-34124 made sugar cane impossible to place in water, and existing sugar cane break (tested with the /setblock command). This feature cannot be intended because of MCPE-9631 and MCPE-27837.
