when enchance in enchancement table mode survival

my device is phone android oppo a57

i have a enchancement table and many bookself in survival mode

i want to enchance tool with 3 lapis lazuli and 30 xp

but i get 1 magic no more and my xp decrease just 3

same with 2 lapis lazuli and 1 lapis lazuli just get 1 magic and my xp decrease 2 and 1 every number of lapis lazuli used
