Can't place blocks on Y level 21 in specific area

After the recent phantom update I was expanding my skeleton farm and it won't let me place blocks on y level 21.  The block appears and immediately disappears and goes back to my inventory.  I went to my strip mine which takes me right outside the farm and I can place blocks at y level 21 there.
