Conduit Not Giving water vision.

I make a conduit (or give myself the effect with commands) I go underwater I am able to mine and breath underwater fine but my vision did not change. But in java (By YouTube videos) I can tell that they can see well. Sadly night vision dose not let me see underwater. I am trying to have a underwater map for my game but having to where players can't see is annoying.
