Throwing a splash potion of weakness at a zombie villager leaves no weakness effect

I threw 3 splash potions of weakness at a zombie villager hoping I could then use a golden apple to revive the villager but after throwing each potion, they just disappeared without leaving the weakness effect. They didn't even make the glass breaking sound.
