Split Screen Multiplayer Does Not Load Player 2

When playing in 2 player split screen (vertical), occassionally when Minecraft crashes (reported in another ticket), player 2 can no longer join, instead displaying the “Generating World” UI stuck on “Building Terrain”, even if the terrain is loaded (and even when player 1 is next to them!) Player 2 is shown on player 1’s side, and appears to float. Player 2 does not take damage but does inhibit placement and removal of blocks.
