Capes go up when swimming

Capes will still go up when swimming

Steps to reproduce:

Select a skin with a cape on it

Go swimming with either a third person view on or Paper Doll active.

Expected Results: Cape would go down, closer to the model as water should push it parallel to the direction of motion.

Actual Results: The cape goes up as if the player was running or flying, looks like it is pulling on the player.
