dispensers do not function with a fast redstone clock

 Dispenser would fire quickly when using a comparator clock 

What Actually Happened Was...

Nothing

Steps To Reproduce This Bug: 

1. Place and fill a dispenser

2. Construct a comparator clock (or any other 1-redstone tick clock)
