Foggy Water in Flat Worlds

If I go underwater on a flat world the water is foggy, it is so foggy I can’t see any item unless I’m 1 block away. I have tried using potions, and I have tried to mess with the settings. I created 2 flat worlds at 2 different times and it is proven that flat worlds’ water is foggy when you swim underwater.
