Skeleton Spawned in Kelp block

Went in the water and boom, there is a Skeleton in the bottom kelp block. Surprise, it didn't drown, didn't burn in the day and did not attack. Broke the second kelp block to see if it would liberate it but it didn't and still did not attack.
