Breeding Turtles does not summon an egg

I tried to breed Turtles with sea grass and it gives hearts and everything but then no egg spawns and then I have one turtle that I can give any amount of seagrass to and then one turtle that doesn't want any more seagrass anymore or can't get any more seagrass
