Mobs can't move in water block that have seagrass and get stuck

mobs can't move and get stuck  while stepping in a water block that have a seagrass underneath it, when I destroy the seagrass under it,  it can move again,  also the mobs like sheep usually can be lured using wheat but in this situation it losses attention as nothing happened
