Activated Observer blocks turn into Update Blocks after conversion
Observers occasionally become errors (I'm thinking that this is caused if the observer was in a powered state).
To reproduce:
Step 1) Somehow manage to get a (powered?) Observer saved in a legacy (Switch?) world.
Step 2) Convert world
Result: The error block we all know and love, tile.update something something something.
