frost walker does not update water blocks

When wearing frost walker boots while walking on water, the frozen ice animation stops animating after a short time. If I wait for many seconds, the animation never "catches up". The footfall sounds still play, and it is possible to walk on water, but ice never appears underfoot. Often there are image artifacts where the ice should be.
