Infinite Resource Loading

Samsung Tab E-Lite: I've been stuck on "Loading resource packs" for about 45 minutes now. I have no recourse packs enabled, so I'm confused. Even the background stopped moving. The words in the splash text box still appear and change, but nothing else seems to happen. Please fix this.
