Bubble columns are not always consistent

Reproduce:

1. In the water deep enough, place a soul sand/magma block
2. Place a block at the soul sand/magma block (it could be anything), then break that block

Expected result: Bubble column always appeared as long there is a soul sand/magma block

Observed result: Sometimes, the bubble column is not appeared
