Break blocks uncontrollably while in water

When I am in water I automatically break blocks uncontrollably. The only way to stop it is by looking up at the sky for a few minutes(in danger of attacks) or opening and closing inventory (also in danger of being attacked). The issue continues when I leave the water. It started with the update aquatic.
