I fly underwater even in survival

In the new Mcpe Aquatic Update when I go underwater it displays that I'm flying but I can still swim. At first I thought it was a creative glitch but it happens in survival too. I can still fly up and down but it stops completely when I go out of the water. Also please add spectator mode in Mcpe. Thank You!
