Swimming while moving camera with touch controls starts breaking blocks

When using touchscreen controls, if you press and drag to move the camera, then keep your finger on the screen while bobbing on the surface of water, the player will start mining blocks at the touch location.
The mining will sometimes even continue at the last touch location, after the finger is removed from the screen. Only dragging a couple of times, or tapping will make it stop.
