Water streams do not function, as water source block has no flow

After the 1.4 update, the water source block which creates a water stream has no flow, breaking many item and mob transportation systems. The entities that are placed in the source block stay still. In the screenshot, there is one source block which creates a water stream. The redstone dust is stuck and won't move downstream.
