Cannot move items between inventory and hot bar in Norse mashup

I cannot use my hot bar at all while using the Norse mashup world. Either when I create straight from the world, or use it as the resource base for a newly created world. It was working until the end of March 2018,and then it stopped. I have uninstalled both the game and the resourse pack twice. The second time I cleared out all files from the game and started from scratch. It still isn't working.
