Some caves on islands that generated as normal caves are now generating as underwater caves in new versions of the world

Caves on islands that once generated as normal are now generating as underwater caves. This will make starting a world on an island with caves difficult, if not impossible. This can be demonstrated in Ocean Monument Ahead. Is this a bug?
