Tripwire hook not updating

In some instances the tripwire is not updating.

To replicate:
set up one tripwire with 2 hooks.
break the tripwire with water flowing down onto it.

Another instance I've found is
Place a villager on a fence-gate with a trip wire going through it's middle.
Open the fence gate so the villager falls through.
sometimes the tripwire won't update and will keep the hooks powering.
