Can't invite friends to a world, but can invite to a realm

I am unable to invite friends to a world in Minecraft. I have hard rebooted my XBox One. I have tried uninstalling and re-installing Minecraft Bedrock Edition twice. None of this has fixed my issue. I am, however, able to invite people to my realm.
