water plants despawn when planted

when I place sea pickle, kelp, or sea grass underwater they immediately despawn and float to the surface. I can place the sea pickle out of water then put water DIRECTLY on it for the sea pickle to work and not despawn. Even after using bonemeal, everything immediately despawns.
