Drowneds still can't go up underwater

In the first Aquatic Beta, drowneds worked just fine, they could swim, hunt the player, go up and down whenever they wanted. But since the second beta, they are weird. Now they act like zombies and husks, they sink to the bottom and can't go up anymore without blocks.
