My world ground broken , there are 3 16x16 area and a 16x32 area when I log into my world

How can this bug exist hope u fix that bug, it's annoying. I already fix it with fill command but that command sucks, I fill the grass, it supposed to be up to layer 4 (flat world) but it fill til layer 5, fix it too
