Bone Meal Not Working When Right Clicking

Every since the latest update (released April 21st, 2018), bone meal will not worked. Whenever I right click it on my crops or flowers, nothing happens. I am not sure if this was intentional as I cannot find a change log anywhere online but I noticed this when trying to grow more rose bushes.
