Kelp grows using dispenser, but bonemeal is not used

I created a system where a dispenser is dispensing bonemeal into kelp. The top block of water above the kelp is flowing water and not a water source. The bonemeal makes the kelp grow into the water source where it breaks. No bonemeal is being used from the dispenser though, the number inside of it is staying the same.
