Cant pick up water with a bucket

The bucket will not pick up a water source block

I expected to pick up a bucket of water
I thought the bucket would pick up the water, but it remained empty

The bucket remained empty after multiple attempts to pick up a bucket of water

Steps to Reproduce:
1. craft a bucket
2. Attempt to pick up source block
3. Rremained empty
