Sneak place/chaining shows place animation but does not place hoppers

When holding down sneak to place hoppers quickly in a chain (i.e. continuously holding sneak and place block while moving in desired direction), character shows place animation but does not place hoppers.

To reproduce:
1. simultaneously hold sneak and place block with a hopper
2. move in any direction
3. as long as you target any block while still holding sneak and place block, animation will continue but no hopper is placed.
