Falling in water is super slow

Just got the version 1.2.13 update
In my world I have a water elevator. Going down the water elevator is super slow but going up the elevator is much faster then before. The slow falling needs looked at.
Elevator description. I have glass blocks in a square grid 3x3 with a block of air in the middle square with a sign on one of the glass blocks then above that a block of water. repeating.
