Manually placed kelp creates constant floating tiles.

Kelp tiles rapidly appear above manually placed kelp. It seems as though kelp built to be close to the surface will constantly grow, but since the can't grow above water they just keep breaking creating a never-ending stream of floating kelp tiles. In the screenshot below, it is impossible to pick-up all the tiles before they repopulate.
