When replacing item in inventory constantly you can't place items in anvil

I am creating a minigame map and have a command block that is constantly replacing a clock in the 8th hotbar slot so that when a player drops it, they get tped to the hub. I recently discovered that when your constantly replacing something in someones inventory you can no longer place items in the anvil and it will disappear.
