Block particles jitter erratically when a block is placed inside them

I skimmed through every single bug with the word "particle" in it, so this better not be a duplicate.

When a block is broken, placing a block where the particles are will cause them to rapidly vibrate.

Steps to Reproduce:

1. Place a block in a confined space
2. Break the block
3. Immediately place a (visually transparent) block in place of the just broken block
4. Observe

Observed Results:
The block particles rapidly vibrate.

Expected Results:
The block particles should not rapidly vibrate.
