I have noticed that if I am signed out of xbox live I can not access any of my dlc. My internet crashed so I was playing minecraft offline and notice all my skins, mash up packs and texture packs are gone.

Well my internet went down tonight and will hopefully be fixed soon. So I went into minecraft bedrock on my xbox one and noticed that since I was not signed into xbox live for obvious reasons all my skin packs, mash up packs and textures packs are showing as locked. Is this a bug/glitch or is it suppose to happen? I tried asking a Microsoft agent and they told me to ask you at Mojang. This is only an issue if I can not sign into xbox live because my internet crashed or Xbox Live is down. Also I noticed that my xbox one version of minecraft still shows all dlc while being signed out of live so it only affects minecraft bedrock edition in the better together update. Is it a bug/glitch and will be fixed or do you have to be signed into live in order to use your skin packs, mash up packs and texture packs. And it's not just one or two packs they are all locked when unable to sign into live.
