Whenever I open the launcher it says 'Could not Connect to Server'

I Cannot log into or play Minecraft because whenever I try to open the launcher it says 'Could not connect to server.' I have tried everything from restarting my computer to restarting my routers, Minecraft and Java have access through firewalls and windows defender.
