/doEntityDrops not working! My best friend and I tried everything!

I tried using /gamerule doEntityDrops true but it wouldn't work. My best friend and I are working so hard on this map and suddenly we can't get items back? We make tons of shops and this is terrible! Someone tell us what we're doing wrong. I just don't get it.
