Night Vision doesn't work while using /effect command!

Basically every time i use the /effect command for giving me night vision i doesn't work and i don't get night vision

Steps to reproduce
1)turn on cheats
2)type /effect <'player name' or '@p'> night_vision 999 1
3)Press enter
