Custom Skin Pack

When I download a skin pack and scroll down the skin selector to see it I don't find it I find a broken version of the legacy skin pack instead of my custom skin pack I tried restarting minecraft and my device all it did was fixing the legacy pack it didnt give me my custom skin pack
