Trading table for cleric. Not working properly

According to json file for vanilla,
Trading table for cleric supposed to have chance of
Redstone dust min 1 to max 4
and Lapis Lazuli from 1 to 2.
But it never gets more than 3(dust) and 1(lapis).

I tried with custom behaviour pack to get
Min/max 4 but still get 3 for dust.
