Enchantment table issues

I can’t enchant anything. I have a table. My xp is at lvl 23 and every time I try the enchantment button is grayed outand is says no valid output for that item. I have trued an iron axe a diamond sword even a fishing pole, all the same response. I dont understand why I can’t enchant anything
