Can't Jump and Place Blocks

In Survival, it is no longer possible to jump up and place a block directly underneath the player. I don't know if this changes anything, but I'm using a BT game controller. I do not play touch to know if this is present there. I am still able to place blocks within a world, though, just not underneath me.
