Unable to eat when changing texture packs

I have the default texture pack. Im down to 3 hunger bars and have a piece of food in my hand and im able to eat it. I exit out my world to change texture packs and load into my world and all of a sudden, im no longer able to eat, even though im at 3 hunger bars and have a piece of food in my hand.
