all purchased content now locked

my daughter has been busy playing and buying worlds on her ipad for around 6 months and has purchased close to 100 worlds
yesterday i got her a new ipad, and restored everything from icloud backup

now both the new and old ipads show the purchased content (12gb worth) but both have the issue with lock symbol appearing next to every purchased world

she is signed in correctly - and content is showing on her device

if i click restore purchase at the bottom of the page - nothing happens

if i click one of her locked worlds - it attempts to contact store - then just returns back to the normal screen with world selection - however the world remains locked

this issue is affecting both her new and old ipads

solution would be most appreciated
