Hunger bar not filling up completely

Im in my converted world on xbox one and my hunger bar does not fill up all the way, no matter what food i try to eat, my hunger bar will not let me fill up the hunger bar and constantly stays with 3 empty bars. This bug really makes this game almost unplayable as there is no way to heal yourself
