Onscreen Keyboard appears when opening chat in Keyboard + Mouse mode

The on-screen keyboard still appears in keyboard and mouse mode when you open the chat panel, which ties in to other issues since you can't get rid of it without the controller.

Expected: The on-screen keyboard doesn't appear in Keyboard and Mouse Mode
