Power Rangers Skin Pack and Steampunk Texture Pack not transferring.

NOT A DUPLICATE: These packs are still downloaded on my console and I have used lots of money on them. THEY ARE NOT THE FAVORITES PACK. They did not transfer when I downloaded 1.2.0 a few weeks ago and still haven't. Please help.
