Can’t use purchase texture packs or worlds I bought

Unable to use texture packs and worlds I have bought from the store while offline I live out in the country so I don’t have active internet unless I hotspot off my phone well the items I have purchases from the store I am unable to use while off line not even the texture packs I bought on the console edition
