Slime do not spawn in any swamp or slime chunk

My starting map is mostly swamp no major waterways or oceans the only thing not spawning are slimes on any level of the map. I have searched the main map all over above and below ground changing the survival level from easy to hard, staying in one area for at least an hour. Then moving on to make sure they don't spawn before I placed this ticket. This occurs on both windows 10 and xbox one even though they are the same version I was testing to make sure of the glitch.
